|a This document is an outline for a post-2015 framework for disaster risk reduction (DRR) as countries head toward the end of the current Hyogo Framework for Action 2005-2015 (HFA). It provides background information; an outline of trends, progress, and challenges; and, a discussion on what form of post-2015 framework should be established. Background exercises for the culmination and ultimate adoption of the HFA 2005-2015 started in 1990 with the declaration of the International Decade for Natural Disaster Reduction. Another important step was the Yokahama Strategy and Plan of Action for a Safer World adopted in 1994. After the HFA’s adoption in 2005, it has undergone periodic reviews of progress towards stated objectives, as well as a participatory mid-term review in 2010-2011. As part of the preparation of an outline of the post-2015 framework for disaster risk reduction (DRR), this document discusses the trends highlighting progress along with challenges. Facts presented in the document show that exposure to disaster risk is increasing; that all countries are vulnerable; economic losses from disasters will continue to increase because reducing disaster risks is still not made a primary priority; but nevertheless, disaster risk management (DRM) is now well accepted by experts to be an integral component of development planning and poverty eradication programs. The report also discusses the importance of good and accountable government, developing the right approach to setting targets, understanding local contexts and actions at the community level, as well as guidance on how to reduce disaster risks and progress in the implementation of the HFA. The document discusses the need for a broad, consultative, and inclusive discussion to define a post-2015 framework and an international agreement based on principles and values that facilitate cooperation for achieving sustainable development. The section, ‘Process towards a post-2015 framework,’ presents the timeframe, provision of advisory groups, and consultations with all stakeholders. The paper suggests that a post-2015 framework for DRR should build on the current HFA and focus on those elements that are still in need of further action. The report made an important point that, considering the range of stakeholders and the cross-cutting nature of DRR, it is critical to engage all relevant parties throughout the process. |
