- This document is a guideline on mainstreaming disaster risk reduction (DRR) into the housing sector. It discusses the linkages between disasters and housing, the rationale for mainstreaming DRR into the sector, while also highlighting possible approaches (entry points/enabling environments) for doing so as guidance to government officials interested in initiating such initiatives. Examples from various country-members of the Asia and Pacific Regional Consultative Committee on Disaster Management (RCC) are presented. Housing is considered one among the three basic human needs, next to food and clothing. Over the past few decades, governments have invested considerable resources through various national programs to provide housing for vulnerable groups more broadly, and specifically to address increasing housing demands related to population growth and rapid urbanization. This document addresses the planning, social, as well as technical aspects of housing. It discusses the impact of natural disasters on housing and economic development. The housing sector is often severely impacted by both hydro-meteorological and geophysical disasters, accounting for 10-15% of total disaster losses. It further describes the direct, indirect, and secondary impacts of homelessness on economic development. Factors that contribute to the vulnerability of the housing stock and the housing sector more broadly, such as climate change and associated risks, are discussed. A significant part of the guideline focuses on approaches that could be adopted both in the long and short-term to mainstream DRR into housing. Critical components that support housing development include: land, housing finance, labor, building materials, and infrastructure. Frameworks that contribute towards an enabling environment for mainstreaming DRR include: institutional, policy, legal, and regulatory frameworks. According to the guideline, mainstreaming DRR in housing requires understanding the typical vulnerabilities to hazards, analyzing how these vulnerabilities interact with the existing process of housing development, and understanding the actors involved in each of the processes. It is noted that mainstreaming is not many isolated efforts, but that each entry point should interact with other frameworks/components which support the process. ( English, )
