The objective of the Strategy is to reduce the social, economic, and environmental impacts of disasters and thus their threat to sustainable development and poverty eradication throughout the continent. The major partners in this endeavor are the African Union, UNISDR, the World Bank, and the African Development Bank. Nearly 2 disasters of relative significance are recorded every week in Africa since 2000. While these disasters may not receive much international attention, they are slowly chipping away at African societies’ development gains. Poverty is identified as one of the main culprits in increasing the severity of disasters throughout the continent. Today, nearly 400 million live below the poverty line, and 200 million are on the cusp of starvation. Their desperation often leads to the over-exploitation of natural resources and the consequent environmental degradation that produces conditions for more frequent and more intense disasters. Climate change further compounds what is already a dire situation. The key components of the strategy are thus to mainstream disaster risk reduction (DRR) and climate change adaptation (CCA) into sustainable development programs, to strengthen the capacity of regional, national, and local institutions to be resilient to disasters, to develop effective regional coordination mechanisms, and to strengthen the ability of national institutions to mainstream DRR and CCA into policy-making. The document calls for the institutionalization of effective financial instruments for reducing risks to disasters and climate change, such as strategic grain reserves, contingency funds, and an African-owned continent-wide disaster risk pool. It also advocates for the formation of multi-sectoral National Platforms for DRR that promote partnerships between national meteorological and hydrological services, health and financial sector institutions, academia, scientific institutions, NGOs, and civil society organizations. It champions the creation of regional capacity development networks for training, research, and information management. And lastly, emphasis is placed on decentralizing DRR, with local communities, municipal governments, and community-based NGOs taking a larger role in developing DRR strategies in conjunction with technical and financial support from national governments.
