- This document presents the Annexes to a guide on assessing progress on implementation of the Hyogo Framework for Action (HFA). The Annexes are appendages that highlight how benchmarks and indicators for measuring progress were established. The first section of the document is a reference list of publications used in developing the Guide. It highlights the various studies, reports, assessments, conceptual frameworks, data sets, etc., that have informed the process of measuring progress on the HFA priorities. The second section discusses the links between DRR and the Millennium Development Goals (MDGs), developing indicators which modify MDGs to capture positive movement towards reducing disaster risks. It takes MDGs such as the eradication of extreme poverty and hunger, and establishes indicators that measure how hazard events affect the proportion of a population below the international poverty line. For MDG goal 2, achieving universal primary education, the indicator focuses on the percentage of primary schools that are in conformity with hazard resistant standards for their region. Similar indicators are created to deal with development objectives pertaining to gender equality, maternal mortality, HIV/AIDS, protection of environmental resources, water and sanitation, and improvements in information and communication technology. The following section explores the elements of the HFA which pertain directly to measuring progress on DRR, specifically pointing to section E (33)(c) which places responsibility for developing a common set of generic, realistic, and measurable indicators on the United Nations International Strategy for Disaster Reduction (UNISDR). The fourth section presents the results of an online dialogue on the importance of DRR indicators of progress run by UNISDR involving 502 participants over 4 weeks. The final sections are practical worksheets for monitoring and reviewing progress towards HFA strategic goals. Establishing clear and agreed upon indicators is complicated by a number of factors. These include the availability of quality data, resources to collect and track such data, baseline and historical data, as well as indicators at different levels of society and government. It also requires greater inclusion of local communities and governments in developing DRR policy goals, implementation, and tracking of progress. ( English )
