Summary:
This document, prepared by the ISDR-Council of Europe, provides an overview of the key governance institutions involved in climate change adaptation (CCA) and disaster risk reduction (DRR) across Europe, specifically emphasizing how information flows from researchers to policymakers. The first chapter is a review of major international and institutions involved in CCA and DRR across Europe, including UN institutions such as the United Nations Development Programme (UNDP), European policy institutions such as the European Commission and the Council of Europe, as well as European research institutions. The chapter continues with an outline of major European frameworks and directives in CCA and DRR (pp.6-9). The study reviews 27 different projects across Europe from various research funding programmes along six different categories of analysis: policy assessment, science assessment, policy and science assessment, cooperation and networks, knowledge sharing, and water, floods and sea level rise (p.11). Appendix 3 at the end of the study provides broader information on these research projects. The second chapter examines CCA and DRR developments across Europe at the governmental level. An important general criticism expressed in this section is that previously dominant approaches to disaster, which focused exclusively on response and recovery, have yet to disappear in several European states. In addition, the chapter calls on academics to make CCA-DRR research more applicable and relevant to policy makers. Several interviewees involved in this study confirmed that there is a large divide between research outputs and the policy world. In the last chapter of the study the document generates recommendations for the better management of climate change-related risks in Europe. It calls for work in five areas: (i) expanding and enhancing networks and communication, (ii) increasing capacity building, (iii) participating in joint projects and programmes, (iv) increasing the effectiveness of and number of national platforms, and (v) improving the flow of information across various levels and sectors.
