- Living With Risk (ISDR) is a comprehensive review of disaster risk reduction (DRR), providing information on various initiatives, and serving as a reference for academics and policymakers interested in the integration of DRR and sustainable development. The chapters of this review present statistics, graphs, diagrams, tables and boxes of information highlighting DRR initiatives in various countries around the globe, along with successes and challenges associated with each chapter topic. The document lays out the definitions of DRR terminology and contains a directory and brief description of all international, regional and national organizations involved in DRR and DRM (Annex 1 and 2), as well as a complete list of the acronyms associated with the field. Chapter 1 presents DRR as a concept in the context of sustainable development. Chapter 2 focuses on understanding the nature of risk and risk assessment, along with changing trends in hazards, vulnerability, and the impact of disasters. Chapter 3 addresses DRR policy and commitment at the regional, national, municipal, and community levels, while Chapter 4 concentrates on the development of knowledge, education, and information sharing between and within these levels. Chapter 5 looks at the application of DRR through specific measures such as land-use planning, environment management, and early warning systems. Chapter 6 shares the various opportunities and challenges identified in this review in terms of the future development of DRR efforts internationally. The document concludes that DRR must be central to development policymaking if the latter is to be sustainable. Misdirected development often increases risks, and thus the potential for disaster. This means that the political commitment to DRR must exist at all levels, from the national government down to individual communities, and most critically, at the international level where the objectives of development assistance to poor countries most threatened by disaster are determined. It calls for using social and economic development practices and policies targeting poverty alleviation to reduce vulnerability to hazards and increasing synergies and coordination between disaster management professionals and the various development sectors.
