- This document focuses on disaster risk reduction (DRR) at national, sub-regional, and regional levels in Africa. It examines how the UNISDR conceives of DRR as a core component of sustainable development, and how it works to promote DRR on the continent. Africa Informs 2009 begins with a review of the Second Africa Regional Platform for Disaster Risk Reduction. The meeting, which was organized jointly by the UNISDR secretariat in Africa and the African Union Commission, took place in Nairobi, Kenya on May 5-7, 2009. Fourteen recommendations were gleaned from this meeting. These include suggestions that DRR be integrated into development policy planning; that multi-sectoral and multi-stakeholder national platforms and coordination mechanisms be developed and strengthened; that vulnerable populations be actively incorporated in DRR processes; that capacity-building for risk assessment, monitoring, and analysis in the region’s academic, research, and scientific institutions should be supported; that these institutions should be integrated into national disaster management mechanisms; that DRR and climate change adaptation (CCA) policies should be integrated where possible; and that the United Nations and other development partners should play an instrumental role in supporting these actions (p.14). The document also reviewed the Africa Programme of Action for the implementation of the Africa Strategy for DRR. The Programme aims at making DRR a national priority through increased political commitment and public awareness (p.12-3). An important section of the publication deals with the ISDR’s partnership with regional economic institutions to promote DRR. Several Regional Economic Communities (RECs) have engaged with DRR issues on the continent. The Economic Community of Central African States (ECCAS), the Economic Community of West African States (ECOWAS), the Inter-governmental Authority on Development (IGAD), and the Southern African Development Community (SADC) are institutions that have established DRR strategies. In the last part, the publication touches upon urban risk in Africa. It covers the ‘Making Cities Resilient’ project, and examines the case of Marrakesh, Morocco. The issue of urban risk in Africa is one that will increase in importance over the years. The region is fast urbanizing, mostly in an unplanned and unregulated fashion, leading to ‘dangerous patterns of risk accumulation.’ It is imperative that disaster risk in Africa no longer be conceived solely as rural risk, and increasingly be understood as fast becoming urban.
