520 3    |a This document presents reflections on the relationship between water and climate change in Latin America and the Caribbean (LAC) gleaned from a process of regional dialog. Its main purpose is to provide politicians and decision makers within the water management community and other relevant public policy areas with recommendations for climate change adaptation. The process of adaptation to the effects of climate change is particularly important in water resources management because water is the primary means through which climate change will impact populations and environments. Climate change implies changes in precipitation patterns in the LAC region, as well as increases in the magnitude and frequency of extreme hydro-meteorological events such as droughts and floods. Effects on the hydrological cycle are likely to have significant impacts on infrastructure associated with water storage, water flow regulation and distribution, the provision of safe water and sanitation, and the supply of water for irrigation and industrial usage. Compounding these effects of climate change are the issues of rapid population growth and unsustainable development and the corresponding destruction of vital ecosystems, overexploitation and pollution of surface and groundwater resources, and increased competition for water across local, national, and regional boundaries that result. In conclusion, it is asserted in the document that the development of a comprehensive water management system necessarily involves going beyond the water management community and its tools. It will mean working across sectors of public policy to address socio-political, institutional, economic, technological, and cultural factors. The process of adaptation will also require the organized involvement of a broad spectrum of stakeholders. This means coordinating between different levels of government, and the incorporation of grassroots networks, civil society organizations, research and development centers, international agencies, and development banks to establish coherent goals and synergies in policy actions regarding climate change adaptation. This can be made possible by increasing society’s understanding of the effects of climate change, improving the capacity to produce and use seasonal climate forecasts and scenarios for the purpose of preventive action, acknowledging the nexus between environmental degradation, climate change and, disaster, along with the importance of poverty alleviation in the role of adaptation to climate change.
