Summary:
This manifesto was presented by government officials at the World Summit of Local and Regional Leaders, in which they pledged to fulfill specified city optimization goals by 2030. They foresee intensified urban pressures due to population growth, more frequent and widespread catastrophic events, and continued globalization that heightens interdependency and by extension, vulnerability. The leaders pledged to encourage participatory local government, wherein all citizens have a voice. To that end, they promised to respect the rights of the diverse groups within their cities, especially those of women and migrants. Furthermore, they pledged to improve living conditions through innovative urban planning that allows for flexible growth, but also treats the natural environment with care. This requires the re-imagining of city spaces such that they are “green”. Increased mobility is also a prerequisite for economic growth and better living conditions for citizens. Commerce and labor must be able to travel freely and easily, so participating city leaders plan to improve road design and construction, in addition to providing a variety of transportation and other public services intended to streamline local economic mechanisms. Leaders plan to capitalize on economic boons to improve the facilities for the impoverished. They vow to no longer confine the less fortunate to the societal fringes, but rather to integrate them into the mainstream population with an infrastructure of services especially targeted to their needs, thus ensuring that urban optimization efforts benefit the entire community. It is hoped that this declaration will sensitize world leaders to urban challenges and fuel efforts to immunize communities from natural and manmade crises. The achievement of these long term goals will help to prevent further harm to the ecosystem and better prepare future generations to meet global challenges. ( English )
