|a This document is an assessment of the two year implementation of the South Eastern Europe Disaster Risk Mitigation and Adaptation Programme (SEEDRMAP). The SEEDRMAP is a joint initiative developed by the World Bank (WB) and the United Nations International Strategy for Disaster Reduction (UNISDR). The central purpose of the programme is to reduce vulnerability to disaster risks in South Eastern Europe. In this regard, the SEEDRMAP has promoted a regional perspective to disaster risk management (DRM), and thus works to facilitate cooperation among neighboring countries affected by common disasters. The programme has three focus areas: (i) hydro-meteorological forecasting, data sharing and early warning, (ii) coordination of disaster mitigation, preparedness and response, and (iii) financing of disaster losses, reconstruction and recovery, and of disaster risk transfer (p.x). This assessment of the two year implementation of the programme was conducted through interviews during SEEDRMAP field missions of various national, regional, and international partners, as well as reviews of World Bank and ISDR publications associated with the programme. The assessment finds that the programme has been successful in a number of areas, including: the placement of DRM issues on the agendas of South East Europe countries at both regional and national levels; generating recommendations for organizational and legislative improvements; helping the development of national programmes concerning disaster risk management (DRM); highlighting gaps in the area of financing disaster losses; and stimulating the engagement of other DRM partners such as the European Commission (p.xi). In the annex section, the study provides first impact indicators for the SEEDRMAP programme, and then lists missions and interviewed partners (p.32-36). The document calls for: establishing quantitative indicators in order to track progress along stated objectives; translating the most relevant DRM documents into the languages of South Eastern Europe; increasing the visibility of SEEDRMAP products in regional countries by planning national events; and ensuring that investments in disaster risk reduction (DRR) are coordinated across the region to reduce redundancies and promote efficiencies and cost-effectiveness (p.29). |
