|a This article from the FY 2005 United States Agency for International Development—Office of Foreign Disaster Assistance (USAID/OFDA) Annual Report provides an overview of the disaster risk management (DRM) activities the office is carrying out in the regions of Latin America and the Caribbean, Africa, Europe, the Middle East, Asia and Central Asia. OFDA views preparedness as an essential counterpart to disaster response. Building local disaster management capabilities is an important focus area of the organization. When nations can effectively manage their own risks, mitigate disaster impacts, and avert crises, key human and economic investments are safeguarded. The document recognizes that each region is different and has designed its programs in accordance with hazards that have the greatest propensity for disaster. For Latin America and the Caribbean, prone to hydrometeorological hazards, USAID/OFDA has trained nationals to become disaster managers, disaster management specialists, and instructors who can transmit disaster preparedness ideals to the rest of their societies. Asia, prone to hydrometeorological and geological hazards, has had early warning systems installed for coastal and flood prone areas, as well as OFDA support for projects related to earthquake preparedness and response. In Africa, USAID/OFDA sponsors projects geared towards resilience building and human rights in order to address the continent’s vulnerabilities to earthquakes, floods, volcanoes, as well as rampant poverty, food insecurity, political instability, and poor governance. In Europe, the Middle East and Central Asia, vulnerable to geological hazards, USAID/OFDA has aided in the establishment of various seismic risk and risk management initiatives. The last part of the report emphasizes the importance of planning, monitoring, and evaluating process associated with OFDA’s preparedness and mitigation efforts, and their integral role in maximizing the effectiveness of all its activities. This document is written in a clear and concise manner so that laypersons can understand the threats to each region while noting that much of the opportunities and challenges are transnational. For a greater understanding of USAID/OFDA’s impact on DRR within these regions, perhaps a DRR practicum designed to give practitioners and scholars an insight into the practical application of previously studied theories is needed. |
