The first section deals with the significance of climate change and its impact on development, as well as what USAID is doing to address this issue. The second section presents the project cycle used for USAID’s development activities, which consists of four basic steps: (1) problem diagnosis, (2) project design, (3) implementation, and (4) evaluation. The manual goes on to outline the six-step Vulnerability and Adaptation (V&A) approach for assessing vulnerability and identifying opportunities to implement climate change adaptation (CCA) measures. The six steps are as follow: (i) screen for vulnerability, (ii) identify adaptations, (iii) conduct analysis, (iv) select course of action, (v) implement adaptations, and (vi) evaluate adaptations. The third section deals with frequently asked questions about adding V&A elements to new or ongoing projects. The following section parallels the previous one, providing further clarification on integrating V&A elements into projects. According to the document, four pilot studies were undertaken to test and demonstrate the V&A methodology during the preparation of this manual. The manual suggests that users evaluate how well these steps worked, the role stakeholders played, the usefulness of the analysis in informing decision-making, and how consensus on the selection of options was reached.
