|a This report presents the proceedings and results of the Asia Megacities Forum 2007, a platform for knowledge exchange and coalition building for regional implementation of the Hyogo Framework for Action (HFA). It evaluates advances and challenges integrating disaster risk reduction (DRR) into the development processes throughout Asia’s fast growing megacities. The document is divided according to the forum’s four presentation sessions, and a final session called the Share Fair, where city representatives exchange information about best practices for urban DRR. The first section discusses turning science into practice, particularly how science and technology is integrated into disaster management practices in cities like Jakarta, Los Angeles, Mumbai, and Tehran. The second section addresses disaster management master planning. The third deals with the promotion of DRR in cities through the incorporation of local communities and increased collection and distribution of risk information to the public. The fourth focuses on building sustainable networks for the sharing of knowledge and experiences related to the implementation of DRR policies. In the Share Fair section, Jakarta’s program on flood risk management, Los Angeles’ sound practices in promoting disaster preparedness, Mumbai’s Disaster Management Plan, and a number of other important DRR initiatives established by megacities are presented. While focusing on how to translate DRR knowledge into action, the document proposes the following steps: create a focal point for the purposes of knowledge sharing to set up a comprehensive Disaster Risk Management Master Plan (DRMMP); build different areas of expertise into this sharing model; develop a sustainable methodological approach for knowledge sharing with the aim of consolidating DRR information into practical manuals to disseminate at the local level; foster internship programs and scholarly exchanges through “sister cities” programs to allow cities to learn directly from each other; incorporate disaster mitigation into legal frameworks as well as budget and resource allocations; improve community awareness and preparedness; foster the participation of local governments in DRR by promoting activities like tsunami drills, evacuation and spatial planning, and DRR training at the operational level. |
