Summary:
This publication represents a call by the German Agency for International Cooperation (GTZ) for greater integration of climate change mitigation and adaptation into bilateral and international development assistance. It outlines the extent to which GTZ incorporates climate protection into its development programs in developing regions throughout the world. GTZ asserts that greenhouse gases emissions and climate change represent an imminent danger to sustainable development. As a result of this threat, GTZ has developed an approach to climate protection focused on helping poor developing countries identify cost-effective ways to reduce their greenhouse gas emissions and adjust their development strategies to the threats of climate change. GTZ has targeted poor developing countries specifically because they are the most vulnerable to the impacts of increasing global temperatures and rising sea levels linked to climate change. Though industrialized nations bear a disproportionate responsibility for current and future climate threats due to their historical role in the production of greenhouse gases and environmental degradation, trends towards rapid industrialization amongst a few of the largest developing countries, such as China and India, is particularly problematic. In less than two decades, these countries are set to become the main emissions producers. They are also most likely to face the brunt of climate change’s impact, such as more frequent and more devastating tropical storms and cyclones, increased flooding in some areas related either to stronger storms or rising sea levels, along with drought, desertification, and water scarcity in other areas. It is here that the GTZ believes the international community can be most effective in preventing future devastation. It has been working with partner countries in the developing world to build capacities and institutions for cleaner development, climate change adaptation, and disaster risk management. In addition, GTZ has supported a South-North dialogue, in which academics, scientists, and development policymakers are involved in raising awareness about the threat of climate change, and the promotion of global initiatives for increased climate protection. This publication suggests that climate change is an issue that every country has to be concerned about in an increasingly interconnected and globalized world, and that climate protection cannot effectively be ensured without comprehensive and sustained international cooperation. The GTZ strongly advocates that climate protection be integrated into all internationally supported development efforts if the threats are to be effectively addressed. ( , )
