- This document outlines the development of a community-based disaster risk indicator system for strengthening local government and community capacity to implement disaster risk management (DRM) policies. This is a study conducted by the German Agency for International Cooperation (GTZ) on behalf of the Inter-American Development Bank (IDB). According to this study, the analysis of risk is the foundation of any effort to systematically implement comprehensive disaster risk reduction (DRR). The general objective of the document is to determine the key components of risk, their relationship to disaster, and how they are impacted by policy interventions. It seeks to move away from the national risk assessment model which mainly utilizes aggregate statistical data, towards a community-based risk and vulnerability assessment model. While traditionally this model of assessment is primarily for use in specific policy interventions, and thus not structured in a way that lends itself to use in cross-community comparative studies or monitoring tools, this study seeks to glean key indicators from this process for the systematization of community-based risk and vulnerability assessments. The study begins with a literature review to establish which elements are critical to determining the extent of disaster in Latin America in terms of deaths, physical destruction, and economic impact. From this review, it divides disaster risk into four component parts (Hazard, Exposure, Vulnerability, and Capacity & Measures), under which 47 indicators are classified. These indicators were developed through questionnaires given to knowledgeable people at the community level, and whether they met the requirements of validity, reliability, sensitivity, availability, and objectivity. The methodology established using these indicators will help to establish uniformity to the presentation of community-level risk information, improve the ability of policy-makers to measure critical elements of disaster risk at the community level, allow monitoring of changes in disaster risk over time, thus helping to identify where DRR policies are working, where they are not, and where policy needs to be targeted. It is planned that this indicator system will be used as part of a Global Vulnerability Index, where indicator information will be collected and aggregated into summary figures for each of the four elements of disaster risk, allowing for easy comparisons between communities and countries across the world.
